RATIONALE

Pursuant to the Renewable Energy Act of 2008, the Department of Energy (DOE) established the Green Energy Option Program (GEOP) which provides a mechanism for electricity end-users to source their electricity supply from renewable energy resources. To operationalize the GEOP, the DOE issued Department Circular Nos. DC2018-07-0019, entitled “Promulgating the Rules and Guidelines Governing the Establishment of the Green Energy Option Program Pursuant to the Renewable Energy Act of 2008” and DC2020-04-0009, entitled “Guidelines Governing the Issuance of Operating Permits to Renewable Energy Suppliers under Green Energy Option Program”. Further to these, the ERC issued ERC Resolution No. 08, Series of 2021 promulgating the Rules for the Green Energy Option Program (GEOP) (the “ERC GEOP Rules”) which set out the detailed rules for the implementation of GEOP. The ERC GEOP Rules took effect on 03 September 2021.

In its Department Circular No. DC2023-01-0004, entitled “Adopting Amendments to the WESM Rules, Retail Rules and Various Market Manuals, and Promulgation of the Retail Manual on the Procedures for the Implementation of the GEOP”, the DOE adopted the provisions for the implementation of the GEOP.

PURPOSE AND APPLICATION

This Bulletin is being issued to provide guidance on the requirements for the following processes under the Green Energy Option Program (GEOP):

a. Extension/Renewal of GEOP Supply Contract (GSC); and
b. Addition of GSC

Please be advised that this Bulletin covers only the processes that relate to the CRB. Further, this Bulletin and subsequent bulletins to be issued by the CRB are for guidance only. Readers are encouraged to refer to the relevant issuances, as listed above, as well as to related provisions of the ERC GEOP Rules, WESM Rules, Retail Rules, relevant WESM and Retail Manuals, other relevant market manuals and agreements.

A. EXTENSION/RENEWAL OF GSC

The list of requirements for the extension or renewal of GSC is provided below.

For contract extension or renewal, the End-Users should submit the above listed requirements to the Central Registration Board (CRB), through the Central Registration and Settlement System (CRSS) under the “Manage Customer Switch Requests’ option of the Counterparties and Contract Management’ tab. The new effectivity date of the GSC will be reflected in the CRB’s records at least thirty (30) days prior to the effective date of the contract extension or renewal.

In case the RE Supplier does not extend or renew its GSC in the records of the IEMOP-CRB, please be advised that GEOP End-Users will remain in IEMOP-CRB’s records as under their incumbent RE Supplier, unless any of the following circumstances occur:

i.   GEOP End-user successfully switches to a new RE Supplier;
ii.  GEOP End-user successfully ceases its registration in GEOP in case of non-renewal/termination of GSC or disconnection.

You may refer to IEMOP GEOP Bulletin Nos. 3.3 and 5 for the processes for switching to a new RE Supplier and cessation, respectively.

Attached for your reference are the prescribed templates for the Secretary’s Certificates and SPA that may be used for extension or renewal of GSC.

B. ADDITION OF GSC

The list of requirements for Additional Suppliers who wish to apply for a new supply contract is also provided below.

For the application of a new supply contract, the Main Renewable Energy (RE) Supplier should submit the above listed requirements, through the Central Registration and Settlement System (CRSS) under the ‘Manage Supply Contract’ option of the ‘Counterparties and Contract Management’ tab, at least thirty (30) days prior to the effective date of the contract.

Upon submission of the additional supply via CRSS, the Main RE Supplier should notify IEMOP-CRB that the information on the additional supply of an end-user (EU) is submitted and the documents are uploaded via CRSS. All additional/secondary RE Suppliers are advised to coordinate with the Main RE Suppliers of their GEOP End-Users.

Attached for your reference are the WCEF and the prescribed templates for the Secretary’s Certificates and SPA for submission of new GSC as additional supply.
